Mr. Rule's book shows how the school district administration in apparent collusion with the State Department of Education changed classifications and classroom specifications to allow the project to proceed despite voluminous evidence presented at public meetings that the school project was in violation of Pennsylvania's so called "Taj Mahal" act of 1972 specifically restricting local school districts from building excessively expensive schools.While the detail in the book can at times be challenging, Mr. Rule provides a meticulous timeline that makes the overwhelming case that the School Board majority, the school district administration, and the state department of education became co-conspirators in proposing and then approving the building of a high school that far exceeded the limits that should have been allowable under the law. It is a textbook example of why the United States spends more on education per pupil than any other OECD country but ends up 16th in reading, 25th in math, and 19th in science in PISA tests.
